(A) It shall be the duty of all property owners abutting the public ways of the city to keep their respective sidewalks in repair, in a safe condition, and in compliance with this chapter and with law.
(B) It is unlawful for the owner of any building or lot to permit the sidewalk abutting thereon to become and remain out of repair, so as to become dangerous and unsafe for pedestrian passage.
