§ 98.042 PERMIT TO BUILD OR REPAIR.
   (A)   Required. No person shall build, rebuild, lay, remove, repair, or in any manner disturb any sidewalk or any portion of the public ways of the city without first having obtained a permit from the Board of Public Works specifying the work to be done. Any violations of the terms of the permit shall render it null and void.

   (B)   Application; plans and specifications. Any person desiring a permit to built, rebuild, lay, remove, repair, or in any manner disturb any sidewalk or public way shall first submit his or her plans and specifications to the City Engineer for approval. Upon the approval of the City Engineer, the applicant shall make written application to the Board of Public Works for a permit.
