All sidewalks to be hereafter constructed on any portion of the public ways of the city shall be not less than six feet in width except where any street is so narrow in width as to prevent a sidewalk of this width, in which case the Board of Public Works, upon recommendation of the City Engineer, may permit, in writing, a narrower construction. Sidewalks not to exceed two feet in width may be constructed adjoining the curb to permit access to and from vehicles.
