No person shall pile, deposit, place, or permit to be piled, deposited, or placed, any rubbish, wood, coal dirt, impediment, stand, table, chair, or obstruction of any kind upon or over any sidewalk or to occupy or obstruct any sidewalk as to interfere with the convenient use of the same by the public.
