No person having the charge, custody, or control thereof shall suffer or permit to go or lead or ride or drive, any horse or other animal of any kind, except dogs or cats, upon any sidewalk in the city and no person shall lead, ride, or drive any dray, cart, wagon, carriage, or other vehicle to which any horse or other animal is attached on any of the sidewalks of this city.
