No occupant of any lot or of the ground floor of any building or the owner of any unoccupied lot or building within the city, shall permit or suffer to remain upon the sidewalk opposite or in front of a lot or building, any beer kegs, boxes, leaves, sand, or rubbish of any kind. Every owner or occupant who shall refuse or neglect to remove beer kegs, boxes, leaves, sand, or rubbish, within six hours after receiving notice, from or by direction of the Supervisor of Public Works or any member of the police force, to remove the same, shall be deemed guilty of violating the provisions of this chapter.
