§ 98.001 PARKWAYS.
   Upon improved streets where there remains a strip of ground between the curb of the improved roadway and front lot line, according to the recorded plat of the abutting real estate, that has not been specifically designated by the Board of Public Works and Safety for a sidewalk or is not used for a sidewalk, the strip of ground shall be denominated, known, and designated, as a parkway. It is unlawful for any person to ride or drive any vehicle or animal upon or across the parkway or to permit any animal to run, walk, or graze upon the parkway or to place any rubbish or trash upon the same unless expressly permitted by this code.
