Whenever any coal hole, vault, or any aperture constructed in any sidewalk is not covered or secured as provided in this subchapter, or is unsafe or inconvenient for public travel, the Board of Public Safety may order the same to be placed in a safe condition and if the same shall not be done within 15 days from the service of notice upon the owner or person in possession of the premises, the Supervisor of Public Safety may make the change and the expense thereof shall be charged against the owner or person in possession of the premises.
