Any person, having obtained a permit as provided in this chapter and having done work thereunder, who shall have failed or refused to prosecute the work thereunder in compliance with the provisions of this chapter or the terms of the permit and who shall have violated the provisions of this chapter or shall have failed, in any manner, to perform and complete the work in a good and workmanlike manner, may be refused permission by the Board for the construction of any more proposed work and may be denied any other permit unless and until the same shall be ordered by the Common Council after a full hearing.
