The city datum, from which all elevations and the height of all grades shall be measured in feet and decimal fractions of a foot and for the purpose of fixing and establishing the level of the base or datum line, is declared to be at the City Hall, about 42 yards north of the building, about 28 yards east of the center line of Indianapolis Boulevard at the flag pole and in the top of the concrete base as a standard disk stamped “East Chicago” 1934 (178.744 meters or 586.429 feet).
