(A) No person shall erect or place any building or other structure, in whole or in part, upon any public way or other public ground within the city.
(B) The provisions of this section prohibiting structures upon public ways shall not be construed to include United States mail boxes, police or fire alarm signal posts or boxes, public foundations, waste paper receptacles, and other structures as may be legally authorized by the proper authorities in the city.
