(A) It is unlawful for three or more persons to assemble, except at a public meeting of citizens, on any of the sidewalks, street corners, street crossings, or near the mouths of alleys in this city, to the obstruction of the same, so as to hinder, delay, or annoy persons passing in, upon, or along the same, or the owners or occupants of property adjacent thereto, or for any persons so assembled to make use of any offensive personal remarks upon the passerby.
(B) The provisions of this section shall not be construed to prohibit peaceful, lawful picketing.
