§ 32.002 DEPARTMENT DIRECTORS.
   (A)   Generally. Each of the departments and offices established by § 32.001 shall be directed and managed by a chief administrative officer who shall be designated as the director of the department or office. The director of each department or office shall be appointed and serve at the pleasure of the Mayor, except as otherwise provided by law, and shall be subject to the jurisdiction of the Mayor and shall function in accordance with administrative rules, policies, and directives promulgated by the Mayor.
   (B)   General powers and duties of departments.
      (1)   The director of each department shall have the responsibility to conduct and coordinate the administration and functions of the various duties and responsibilities hereinafter specifically assigned to the general executive department. The director of each of the general executive departments shall have the power to prescribe rules and regulations not inconsistent with the city personnel policy, any statute, rule, or regulation promulgated by the Mayor for the government of the department, regulating the conduct of its officers, clerks, and employees, the distribution and performance of its business, and the preservation of its records, papers, and properties. All official business of the departments shall be transacted at the offices thereof. The director of each general executive department shall have the power to appoint and remove, subject to the approval of the Director of Personnel, any of its clerks, assistants, or employees, each of whom shall serve at the pleasure of the Mayor and department director, consistent with the city personnel policy, state statute, and federal law.
      (2)   Each department and office shall have the responsibility and authority to conduct and coordinate the administration and function of the city services, functions, and duties designated herein whether now performed by separate governmental units or not, provided that the responsibility and authority granted herein is exercised in a manner not inconsistent with state law.
      (3)   Each department and office shall conduct business and personnel matters in accordance with the general city personnel policies promulgated under the authority of the Mayor by the Department of Personnel of the city. The policies shall have precedence over any policies and procedures of the individual department or office.
