§ 95.110 LOADING VOLATILE PETROLEUM DISTILLATES INTO TANKS, TRUCKS, OR OTHER VEHICLES.
   (A)   A person shall not load volatile products into any tank, truck, or trailer or railroad car from any loading facility unless the loading operation utilizes a submerged fill pipe or the loading facility is equipped with a vapor collection and disposal system or its equivalent, properly installed, in good working order, in operation, and approved by the Director.
   (B)   (1)   For purposes of this section, any petroleum distillate having a Reid vapor pressure of four pounds or greater shall be included by the term “volatile petroleum distillate or other volatile product.”
      (2)   For the purposes of this section, the term SUBMERGED FILL PIPE is defined as any fill pipe the discharge opening of which is entirely submerged when the liquid level is six inches above the bottom of the tank. SUBMERGED FILL PIPE, when applied to a tank which is loaded from the side, is defined as any fill pipe the discharge opening of which is entirely submerged when the liquid is 18 inches above the bottom of the tank.
