If the applicant for an installation permit deems the process or equipment to be secret, he or she may file, with the approval of the Director, an affidavit to the effect that the equipment or process will be so used as to comply with all of the other provisions of this chapter. Plans and specifications filed with an affidavit will remain the property of the applicant and shall only be for the confidential use of the Director, the Control Board and their representatives, unless the owner or operator shall expressly agree to their publication or availability to the general public. Nothing in this section shall be construed to prevent the use of records or information by any department, agency, or officer of the city in compiling or publishing analyses or summaries relating to the general condition of the ambient atmosphere; provided, that the analyses or summaries do not identify, directly or indirectly, any owner or operator or reveal any information otherwise confidential under this section.
