Whenever atmospheric and pollution conditions create circumstances which may cause acute harmful health effects, the Director shall implement the state air pollution episode alert plan, which sets the standard for ambient air quality concentration for suspended particulate matter and sulfur dioxide for air pollution episode alert plan levels, as promulgated by the State Air Pollution Control Board, as amended from time to time. The Director is empowered to adopt plans as may be necessitated in cooperation with appropriate state and federal authorities for the purpose of eliminating the circumstances tending to cause acute harmful health effects, including but not limited to, the implementation of an air pollution watch and alert procedure and emergency procedure.
