(A) The sale, offer for sale, or use of any rag or fabric, except in a thoroughly clean condition, is declared to be a nuisance.
(B) No manufacturer shall use or permit the use of any unwashed rags or fabrics in any factory, work shop, or other place of employment owned or controlled by him or her; provided, that the provisions of this section shall not apply to rags or fabrics that become soiled in consequence of actual commercial usage in a factory, work shop, or place of employment.
