(A) Privies and outhouses are prohibited within the city; provided, that when it is impossible or unreasonable to connect with sewer or water facilities, the Board of Health may upon a specific, detailed, verified petition permit the construction and use of a privy after investigation and approval in writing by the City Health Officer.
(B) The privy must be maintained in a sanitary manner and shall be so constructed as not to pollute the air or the earth, and so constructed as to be absolutely watertight and well ventilated.
