For the purpose of discharging the duties imposed by this chapter and to enforce all of its provisions, any agent with the Board of Health or any police officer is empowered to enter upon any premises upon which a dog is kept or harbored and to demand the exhibition by the owner of the dog, examine the dog and to take possession of the animal when, in his or her opinion, it required humane treatment or to issue a citation to the owner for violating the terms and provisions of this chapter.
