§ 75.023 PREREQUISITE INSPECTION; ISSUANCE; DURATION.
   (A)   The Chief of Police shall cause the inspection of each bicycle before approving the licensing of the same and shall refuse to approve a license for any bicycle which he or she determines is in an unsafe mechanical condition.
   (B)   The Chief of Police, upon receiving proper application, is authorized to issue or to permit the police to issue a bicycle license, which shall be effective until the next succeeding July 1.
   (C)   The Chief of Police shall not approve the issuance of a license for any bicycle when he or she knows or has reasonable ground to believe that the applicant is not the owner of or entitled to the possession of the bicycle.
