§ 31.019 ASSISTANTS.
   All other persons employed to assist in the office of the City Clerk, in a number not to exceed that for which appropriations have been made by the Common Council and approved by the Mayor, shall be appointed by and serve at the pleasure of the Mayor and under the supervision of the City Clerk.
