The Board of Public Works and Safety shall cause to be marked and designated places sufficient for the parking of city motor vehicles and motor vehicles of city officials and employees around and about the City Hall. These places shall be plainly marked and signed, and when so done it is unlawful for any other than the designated persons to park any motor vehicle in any marked or designated place.
