(A) There shall be Deputy City Clerks in accordance with the number to be provided in the annual budget ordinance.
(B) The Deputy City Clerks shall be skilled in the art of shorthand and typing and shall have the ability to receive, take down, and transcribe shorthand notes.
(C) The Deputy City Clerks shall serve under the direction and supervision of the City Clerk and may be assigned by him or her to act as Clerk of the City Court. When a deputy has been assigned by the City Clerk to serve as Clerk of the City Court, the Clerk shall assist the judge and bailiff in conducting the business and affairs of the Court under the direction of the City Judge. All acts done and performed by the Deputy Clerks shall be done and performed in the name of the City Clerk and in the manner and form prescribed by law.
