(A) No person shall stop, stand, or park a vehicle upon or within any parkway unless expressly permitted by special resolution of the Board of Public Works and Safety and where the parkway, on which parking is permitted, is clearly marked therefor by official signs.
(B) No person shall stop, stand, or park a vehicle or any part thereof on any private property without the express permission of the owner or person in charge.
