§ 70.004 APPLICABILITY.
   (A)   Every person propelling any pushcart or riding a bicycle or an animal upon a roadway and every person driving any animal-drawn or other vehicle shall be subject to the provisions of this title applicable to the driver of any vehicle, except those provisions of this title which by their very nature can have no application and except as persons riding bicycles are subject to additional or special rules by law or this code.
   (B)   The provisions of this title shall apply to the driver of any vehicle owned by or used in the service of the United States government, this state, county, or city and it is unlawful for any driver to violate any of the provisions of this title, except as otherwise permitted by this title or by state law.
   (C)   The foregoing exemptions shall not, however, protect the driver of any vehicle from the consequences of his or her reckless disregard for the safety of others.
