It is unlawful for any person except authorized municipal personnel to go upon any public landfill established and operated under the provisions of this subchapter, for the purpose of sorting rags, tin cans, paper, junk, or other materials or for any other purpose without a written permit from the Health Officer and the Board of Public Works and Safety.
