The Supervisor of Public Works or other city authority is authorized to condemn, seize, take away, and destroy any garbage or trash containers which are in poor repair or which have rough or sharp edges or other serious defects which render them dangerous to handle, or which are so dilapidated that they are unsuitable for holding the materials for which they use was intended; provided, that before taking action, the Supervisor of Public Works shall cause written notice to be given to the person owning or having control of containers stating that the containers are dangerous or unsuitable for use, and that if the containers are not replaced or repaired satisfactorily prior to the next collection following the service of notice, the Supervisor of Public Works or other city authority will condemn, seize, take away, and destroy the unsuitable containers.
