(A) All persons who are required to provide garbage or trash containers shall place them within the private property line at street level in places convenient for collection and shall keep them there so that the city collectors may have ready and reasonable access to containers. Containers may be placed in alleys only when private property is completely occupied or so nearly completely occupied by structures that the containers cannot be placed within private property.
(B) No garbage or trash container shall be placed in a public way in a position directly abutting the property of another without express written permission of the abutting owner. No containers shall be placed on any fire escape, street or sidewalk; provided, that in parts of the city which have no alleys, containers shall be placed on the curb temporarily on collection days only and, in the sections, on the premises or on the sidewalk adjacent thereto. These containers shall be promptly removed after collections have been made.
(C) In any dispute arising between any person and the supervisor of public works or his or her assistants or other city authority as to the convenient placing of garbage and trash containers, the dispute shall be finally settled by the city board having jurisdiction.
