§ 54.015 PURPOSE AND INTENT.
   (A)   The purpose of this subchapter is to establish requirements for stormwater discharges from construction activities of one acre or more so that the public health, existing water uses, and aquatic biota are protected. This section establishes methods for controlling the introduction of pollutants into the municipal separate storm sewer system (MS4) in order to comply with requirements of the national pollutant discharge elimination system (NPDES) permit process.
   (B)   The objectives of this chapter are:
      (1)   To regulate construction activities disturbing more than one acre of land as governed by 327 I.A.C. 15-5; and
      (2)   To require construction site operators to develop and implement a construction plan including a stormwater pollution prevention plan in order to receive a land disturbance permit from the city.
