(A) No member of the Common Council shall issue a public statement in any form verbally or in writing or through any media which by its wording is attributed to the Common Council as a body unless authorized to issue that public statement by a majority of the Common Council.
(B) This section does not prevent a member of the Common Council from issuing a public statement in any form verbally or in writing or through any media which is a personal statement on a matter of public concern.
