§ 30.021 COUNCIL MEMBER DECORUM.
   (A)   While the presiding officer is putting a question, or when any member is speaking, or when a vote is being taken, no member shall engage in private discourse or walk out of or across the room unnecessarily.
   (B)   If any member in any way transgresses the rules of the Council, any member may call him or her to order.
