It is unlawful for any person, without proper authority, to tamper with or open or close any valve or to connect any hose, pipe, or tube with or to any part of the waterworks system, operated within the city, without first receiving a permit from the Department of Water Works to do so, or in any other way or manner to injure or interfere with the water source or supply of the city or any apparatus pertaining thereto, or to leave the water supply running when not necessary.
