§ 51.070 PRETREATMENT.
   IUs shall provide necessary wastewater treatment as required to comply with this chapter and shall achieve compliance with all applicable pretreatment standards within the time limitations specified by USEPA, the state, or the District, whichever is more stringent. Any facilities necessary for compliance shall be provided, operated, and maintained at the IU’s expense. Detailed plans describing such facilities and operating procedures shall be submitted to the District for review, and shall be acceptable to the District before such facilities are constructed. The review of such plans and operating procedures shall in no way relieve the IU from the responsibility of modifying such facilities as necessary to produce a discharge acceptable to the District under the provisions of this chapter. All new IUs shall install and start up all pollution control equipment necessary to comply with all applicable pretreatment standards and requirements, and shall achieve compliance immediately upon the commencement of discharge. Any subsequent changes in the pretreatment facilities or method of operation shall be reported to and be acceptable to the District prior to installation of the changes.
