(A) (1) The District is authorized to establish local limits pursuant to 40 C.F.R. Part 403.5(c).
(2) The following pollutant limits are established to protect against pass through and interference.
(3) No person, including any IU shall discharge wastewater containing in excess of the following limits:

(B) (1) Existing IUs shall not discharge wastewater containing in excess of the above limitations beyond the specified compliance date contained in the wastewater discharge permit. New IUs shall be in compliance with the above limitations upon the commencement of discharge.
(2) The limitations specified above shall apply to representative samples taken of the sample type specified in the permit. The above limits shall apply at the point where the wastewater is discharged to the POTW. All concentrations for metallic substances are for total metal unless indicated otherwise. The District may impose mass limitations in addition to the concentration-based limitations above.
