§ 51.003 ADMINISTRATION.
   Except as otherwise provided herein, the City Director of Utilities (“Director”) as Superintendent of the District, shall administer, implement, and enforce the provisions of this chapter. Any powers granted to or duties imposed upon the Director may be delegated by the Director to a duly authorized District employee.
