Nothing contained in this code or in any franchise agreement or contract between the city and any person shall be construed to limit the power of the Common Council of the city to enact reasonable ordinances relating to the use of streets, alleys, and other public ways or public places within the city, it being intended to reserve to the city the right to pass any ordinance which, under any express or implied police power, it possesses.
