The Board of Directors of the Port Authority is hereby authorized to formulate, adopt, and promulgate written rules and regulations governing the operation of the Port Authority not otherwise forbidden under the laws of the state. The Board of Directors may adopt rules and regulations on matters such as employment and personnel policies, financial management and controls, management, construction, operation, or maintenance of any port facility, or on any other matter within its jurisdiction. Unless otherwise provided by the laws of the state, all rules and regulations shall be first subjected to reasonable notice and public hearing prior to adoption.
