The Board of Directors of the Port Authority may establish an Advisory Council consisting of not less than seven members appointed by the Mayor with the approval of the Board of Directors which shall be representative of the commercial and industrial community in and around the city and of those persons who utilize, on a regular basis, the recreational, marina, and other facilities of the city. The members of the Council shall serve without compensation for terms and under other conditions to be specified by the Board of Directors.
