The Mayor or the Council President may call special meetings of the Common Council whenever, in his or her opinion, the public business may require it. The Mayor or the Council President shall call special meetings upon the express written request of any five members. Whenever a special meeting shall be called, a summons or a notice in writing signed by the Mayor or the President of the Common Council shall be served upon each member of the Council either in person or by notice left at his or her place of residence.
