(A) The several department heads shall have the power to require any office in the executive departments to remain open or closed, when they think the public interest requires it, subject to the approval of the Mayor.
(B) Municipal activities requiring continuous service, such as police and fire forces, waterworks, and pumping stations, shall not be interrupted.
