§ 36.038 FEDERAL AND PRIVATE AID.
   (A)   Whenever the federal government shall offer to the city services, equipment, supplies, materials, or funds by way of gifts, grant, or loan for purposes of civil defense, the city, with the consent of the Governor and through the Mayor or Common Council, may accept the offer and, upon the acceptance, the Mayor or Common Council may authorize any officer of the city to receive the services, equipment, supplies, materials, or funds on behalf of the city and subject to the terms of the offer and the rules and regulations, if any, of the agency making the offer.
   (B)   Whenever any person shall offer to the city services, equipment, supplies, materials, or funds by way of gift, grant, or loan for purposes of civil defense, the city, with the consent of the Governor and through the Mayor or Common Council, may accept the offer and, upon the acceptance, the Mayor or Common Council may authorize any officer of the city to receive the services, equipment, supplies, materials, or funds on behalf of the city and subject to the terms of the offer.
