§ 36.030 POWERS OF MAYOR.
   (A)   The Mayor shall have power to determine upon a system of signals and warnings to the city reasonably calculated to cause notice of emergency or threatened emergency requiring civil defense.
   (B)   The Mayor, for the same purpose, shall have power to require the extinguishment or controlling of lights visible in the city, to prescribe rules and regulations for the cessation or the movement of traffic, and, in general, to require conduct necessary for proper civil defense and to prohibit conduct which is inimical to the public safety. The Mayor shall, whenever possible, promulgate and make available the rules and regulations so that disobedience to them may be avoided.
