§ 38.020 ESTIMATED USEFUL LIVES OF DEPRECIABLE ASSETS.
   (A)   Capital assets have estimated useful lives extending beyond a single reporting period of one year.
      (1)   City.
         (a)   Land: non-depreciable;
         (b)   Improvements to land: 20 years;
         (c)   Buildings and building improvements: 50 years;
         (d)   Machinery and equipment: five years;
         (e)   Vehicles:
            1.   Autos: five years;
            2.   Light trucks: eight years; and
            3.   Heavy trucks: 15 years.
         (f)   General infrastructure:
            1.   Streets: 50 years;
            2.   Bridges: 75 years;
            3.   Sidewalks: 40 years;
            4.   Alleys: 50 years;
            5.   Streetlights: 25 years; and
            6.   Traffic signals: 25 years.
         (g)   Computer software: five years.
      (2)   Water utility.
         (a)   Land: non-depreciable;
         (b)   Improvements to land: 20 years;
         (c)   Buildings and building improvements: 50 years;
         (d)   Process equipment: 25 years;
         (e)   Machinery and equipment: five years;
         (f)   Tanks, pumps, and the like: 25 years;
         (g)   Towers: 50 years;
         (h)   Pump stations: 25 years; and
         (i)   Water distribution system: 50 years.
      (3)   Sanitary sewer utility.
         (a)   Land: non-depreciable;
         (b)   Improvements to land: 20 years;
         (c)   Buildings and building improvements: 50 years;
         (d)   Process equipment (includes influent headwork, filters, and sludge handling): 25 years;
         (e)   Machinery and equipment: five years;
         (f)   Lift stations: 25 years;
         (g)   Sanitary sewer collection: 50 years; and
         (h)   Storm water collection: 50 years.
      (4)   Marina.
         (a)   Land: non-depreciable;
         (b)   Improvements to land: 20 years;
         (c)   Buildings and building improvements: 50 years;
         (d)   Furnishings and equipment: five years;
         (e)   Vehicles and watercraft:
            1.   Autos: five years;
            2.   Light trucks: eight years;
            3.   Heavy trucks: 15 years; and
            4.   Watercraft: ten years.
   (B)   Any future changes to estimated useful lives will be applied prospectively.
   (C)   Any future asset life increase or extension will reflect a significant alteration, rehabilitation, or structural change.
