(A) (1) The Chief of Police shall, in accordance with the provisions of this code and law, have the management, control, and supervision of the Police Department, its officers, members, and assistants.
(2) (a) He or she shall have custody and control of the offices, stations, equipment, books, records, and other property belonging to the Department.
(b) He or she shall preserve the peace and secure good order and cleanliness within the city and to that end shall enforce this code, all laws and ordinances of the city and the orders of the Mayor and the Board of Public Works and Safety.
(B) The Chief of Police shall also:
(1) Cause a record to be made and kept of the proceedings, which he or she may deem necessary, and make a report, at least, annually to the Mayor and to the Board of Public Works and Safety;
(2) Recommend to the Board of Public Works and Safety members as candidates to the National Police Academy in the various other traffic or police schools;
(3) Be responsible for the efficiency, general good conduct, and improvement of the police force;
(4) Keep exact lists of the personnel of the police force, specifying the time of admission, discharge, and the age of each member, which he or she shall file with the Board of Public Works and Safety in an annual report to be furnished by him or her;
(5) Cause order to be preserved at meetings of the Common Council or Board of Public Works and Safety; and
(6) Perform other duties and functions consistent with his or her position which may be required of him or her.
