§ 32.228 DEPARTMENT OF PUBLIC SAFETY.
   (A)   Divisions created. There is created in the Department of Public Safety, under the Board of Public Works and Safety, the following divisions:
      (1)   Building Inspection and Permits;
      (2)   Fire force;
      (3)   Harbor Master;
      (4)   Inspector of Weights and Measures;
      (5)   Police force;
      (6)   Bureau of Air Pollution; and
      (7)   Other divisions which the Board of Public Works and Safety may deem necessary and establish or which are herein placed by law or ordinance.

   (B)   Control of divisions. The operation, management, and control of the divisions established in § 33.005 shall be under the jurisdiction of the Board of Public Works and Safety except where otherwise provided by law.

   (C)   Established; composition. There is established the Division of Building Inspection and Permits, which shall include the Bureaus of Electrical Permits, Plumbing Permits, Bureau of Air Pollution, and other bureaus, officers, or employees herein placed.

   (D)   Bureau of Electrical Permits created. There is created the Bureau of Electrical Permits in the Division of Building Inspection and Permits.

   (E)   Additional employees. There may be other employees or positions in the Division of Building Inspection and Permits for which the Common Council may, from time to time, appropriate wages or salaries, in the manner provided by law.

   (F)   Right of entry to inspect. The Building Commissioner, the Electrical Inspector, the Plumbing Inspector, and his or her duly authorized deputies or assistants shall have the right, during reasonable hours, upon presentation of proper credentials, to enter any building, premises, or structure in the discharge of his or her official duties or for the purpose of making an inspection or test of the building, structure, premises, electrical wiring, materials, electrical, or plumbing equipment, including the installation.

   (G)   Records. The Division of Building Inspection and Permits shall keep records of all matters pertaining to the Division, including applications filed, permits issued or rejected, and other official work performed.

   (H)   Conflicts of interest. Neither the Building Commissioner, nor any of the Inspectors as employees in the Division of Building Inspection and Permits shall be employed by any private contractor nor engaged or interested, directly or indirectly, in any contract in connection with the furnishing of any material or the repair or erection of any building or part thereof within the city.

   (I)   Police aid in enforcement of code provisions. Whenever in the opinion of the Building Commissioner, Electrical, or Plumbing Inspectors, police assistance is necessary in enforcing any provisions of this code, governing the work of the Divisions of Building Inspection and Permits, he or she shall be given aid by the Police Department.
