The city is divided into six Councilmanic districts, numbered one through six as described in this section, and as set forth on the map designated as Exhibit A attached to the ordinance codified in this chapter, which is made a part hereof as though set forth in full, and found on file in the office of the City Clerk.
(A) First District.
Beginning in the northwest corner of District 1 where the westerly boundary of the city intersects with the Indiana Harbor Canal/Lake George Canal thence proceeding east parallel to the Indiana Harbor Canal until the Indiana Harbor Canal breaks in a northeasterly and southernly direction; thence following the Indiana Harbor Canal south to West Columbus Drive; thence west on West Columbus Drive to Railroad Avenue; thence south on Railroad Avenue, to W. 143rd St.; thence west on 143rd St. to Tod Avenue; thence south on Tod Avenue, to W. 145th St., thence west on W. 145th St. to Indianapolis Blvd.; thence south on Indianapolis Blvd, to W 148th St.; thence west on W. 148th St. to White Oak Avenue thence north on White Oak Ave. to the beginning (the intersection of White Oak Avenue and Indiana Harbor Canal), District 1 is outlined in the attached Exhibit 1a (the “District 1 Map”) and the Common Council adopts such map by reference in this chapter. If any conflicts exist between the District 1 Map and this waking description, the District 1 Map shall control.
(B) Second District.
Beginning in the northwest corner of District 2 where the westerly boundary of the city intersects with W. 148th St.; thence east on W. 148th St. to Magoun Ave.; thence south on Magoun Ave. to W. 151st St.; thence east on W. 151st St. to the Indiana Harbor Canal and following the Indiana Harbor Canal on the meander line until the intersection of the Indiana Harbor Canal and Kennedy Ave.; thence south on Kennedy Ave. to Michigan St.; thence west on Michigan St. back to the southwesterly boundary of the city, thence north along the border of the city to the beginning (the intersection of the boundary of the city and W. 148th St. District 2 is outlined in the attached Exhibit 1b (the “District 2 Map”) and the Common Council adopts such map by reference in this chapter. If any conflicts exist between the District 2 Map and this waking description, the District 2 Map shall control.
(C) Third District.
Beginning in the northwest corner of District 3 where W. Columbus Dr. intersects with Railroad Ave.; thence east on W. Columbus Dr. to Carey St.; thence south on Carey St. to E. 142nd St.; thence east on E. 142nd St. to Euclid Ave.; thence south on Euclid Ave. to East Chicago Ave.; thence east on East Chicago Ave. to Ivy St.; thence south on Ivy St. to E. 149th St.; thence east on E. 149th St. to Parrish Ave.; thence north on Parrish Ave. to Gary Rd.; thence following Gary Rd. in the southeasterly direction to the intersection of Gary Rd. and S. Cline Ave.; thence following Gary Rd. back in the northwesterly direction to E. 149th Pl.; thence following the railroad meander line to a point of its intersection with E. 149th St.; thence following again the railroad meander line In a southwesterly direction to the intersection of Kennedy Ave.; thence south on Kennedy Ave. to the meander line of the Grand Calumet River; thence following the meander line of the Grand Calumet River in a northwesterly direction to where it intersections with E. 151st St.; thence west on W. 151st St. to Magoun St.; thence north on Magoun St. to W. 148th St.; thence east on W. 148th St. to Indianapolis Blvd.; thence north on Indianapolis Blvd to W. 145th St.; thence east on W. 145th St. to Tod Ave.; thence north on Tod Ave. to W. 143rd St.; thence east on W. 143rd St. to Railroad Ave.; thence north on Railroad Ave. to point of beginning (W. Columbus Dr. and Railroad Ave.), District 3 is outlined in the attached Exhibit 1c (the “District 3 Map”) and the Common Council adopts such map by reference in this chapter. (D) Fourth District.
Beginning in the northwest corner of District 4 where E. Columbus Dr. intersects with Euclid Ave.; thence east on E. Columbus Dr. to Parrish Ave.; thence north on Parrish Ave. to E. 140th St.; thence east on E, 140th St. to Grand Blvd.; thence north on Grand Blvd, to E. 139th St.; thence east on E. 139th to Alder St.; thence south on Alder St. to E. 140th St.; thence east on 140th St. to Deal St.; thence following the meander of Deal St. to E. 141st St.; thence west on E. 141st St. to Dearborn St.; thence south on Dearborn St. to Hawthorne St.; thence northbound on Hawthorne St. to Deal St.; thence east on Deal St. to the East Chicago Boundary; thence south following the East Chicago Boundary until the meander line of the Grand Calumet River; thence east following the meander one of the Grand Calumet River to Kennedy Ave.; thence north on Kennedy Ave. (DuPont Natural Area) until Kennedy Ave. intersects with Kennedy Ave. at which point then following the meander line of the railroad back northeasterly to where the railroad intersects with E. 149th St. then following the meander line of the railroad back southwesterly along the south side of E. 149th Pl. and following the meander line of the railroad continuing along the south side of Gary Rd. all the way back to the eastern boundary of the city, then following to the north of Gary Rd. heading back in the northwesterly direction to Parrish Ave.; thence south on Parrish Ave. to E. 149th St.; thence east on E. 149th St. to Ivy St.; thence north on Ivy St. to E. Chicago Ave.; thence east on E. Chicago Ave. to Euclid Ave.; thence north on Euclid Ave. to the point of beginning (where E. Columbus Dr. intersects with Euclid Ave.). District 4 is outlined in the attached Exhibit Id (the “District 4 Map”) and the Common Council adopts such map by reference in this chapter. If any conflicts exist between the District 4 Map and this waking description, the District 4 Map shall control.
(E) Fifth District.
Beginning at the southwest corner of District 5 where the Indiana Harbor Canal/Lake George Canal intersects with the city boundary line; thence heading north along the city boundary line; thence following the city boundary line east then north, then east, then north, then east, then north again, then southeast, then north to the northernmost boundary line of the east side of city (NIPSCO Electric Substation/Arcelormittal Dock, then following the city boundary line back south to Dickey Rd.; thence southeast on Dickey Rd. to Michigan Ave.; thence northeast on Michigan Ave. to Fir St.; thence south on Fir St. to E, 135th St. thence east to Deodar St.; thence south on Deodar St. to Broadway St.; thence west on Broadway St. to Elm St.; thence south on Elm St. to E. 139th St.; thence east on E. 139th St. to Grand Blvd; thence south on Grand Blvd, to E. 140th St.; thence east on E. 140th St. to Parrish Ave.; thence south on Parrish Ave. to E. Columbus Dr.; thence west to Euclid Ave., thence south on Euclid to E. 142nd St., thence west to Carey St., thence north on Carey St. to E. Columbus Dr., thence west on E. Columbus Dr. to the Indiana Harbor Canal and following the Indiana Harbor Canal/Lake George Canal to the point of beginning (where Indiana Harbor Canal/Lake George Canal intersects White Oak Ave./city boundary line, District 5 is outlined in the attached Exhibit le (the “District 5 Map”) and the Common Council adopts such map by reference in this city, if any conflicts exist between the District 5 Map and this waking description, the District 5 Map shall control.
(F) Sixth District.
Beginning at the southwest corner of District 6 where Dickey Rd. intersects with the Indiana Harbor Canal; thence northeast along the Indiana Harbor Canal to the northern limits of the city; thence along said Norther limits line east to the eastern boundary of the city; thence south along said line to the intersection of Deal St. and the East Chicago boundary line; thence heading west on Deal St. to Dearborn St.; thence west on Dearborn St. to E. 141st St.; thence northwestern to Deal St.; thence northwesterly to E. 140th St.; thence west to Alder St.; thence north to E. 139th St., thence west to Elm St.; thence North to Broadway; thence east to east to Deodar St.; thence north to 135th St.; thence west to Fir St.; thence north to Michigan Ave. thence southwestern on Michigan Ave. to Dickey Rd. following Dickey Rd. to the point of beginning (where Dickey Rd. intersects with Indiana Harbor Canal). District 6 is outlined in the attached Exhibit If (the “District 6Map”) and the Common Council adopts such map by reference in this chapter. If any conflicts exist between the District 6 Map and this waking description, the District 6 Map shall control.
(G) Precincts. The districts contain the following precincts:
(1) District 1: 2, 3, and part of 5;
(2) District 2:11, and part of 7 and 8;
(3) District 3:13, and part of 5, 7, 8,17, and 28;
(4) District 4: 31, and part of 25 and 28;
(5) District 5: 22, 23, 24 and part of 25 and 17; and
(6) District 6: 33, 35, and 36.
(H) Precinct boundaries. The precincts are split as follows and as demonstrated in Exhibit 2:
(1) Precinct 5:
(a) District 1 includes all of precinct 5, being:
1. West of Indianapolis Blvd.; and
2. North of 145th St. and west of Tod Ave.
(b) District 3 includes all of precinct 5, being:
1. East of Tod Ave.; and
2. South of 145th St. and east of Indianapolis Blvd.
(2) Precinct 7:
(a) District 2 includes all of precinct 7, being: West of Magoun Ave.; and
(b) District 3 includes all of precinct 7, being: East of Magoun Ave.
(3) Precinct 8:
(a) District 2 includes all of precinct 8, being:
1. South of 151st St.; and
2. West of Magoun Ave.
(b) District 4 includes all of precinct 8, being: North of 151st St. and east of Magoun Ave.
(4) Precinct 25:
(a) District 4 includes all of precinct 25, being:
1. South of 140th St.;and
2. East of Grand Blvd.
(b) District 5 includes all of precinct 25, being: North of 140th St. and west of Grand Blvd.
(5) Precinct 17:
(a) District 3 includes all of precinct 17, being:
1. South of 142nd St.; and
2. West of Cary St.
(b) District 4 includes all of precinct 25, being: North of 142nd St. and east of Cary St.
(6) Precinct 28:
(a) District 3 includes all of precinct 28, being: South of Chicago Ave. and north of railroad tracks and west of Ivy St.
(b) District 4 includes the remainder of precinct 25.
(I) Map copies.
(1) Two copies of the 2022 East Chicago District Map are on file in the office of the City Clerk for public inspection as required by I.C. 36-1-5-4.
(2) The City Clerk shall forward a signed copy of this chapter to the County Circuit Court Clerk and shall request the City Clerk to include the copy of this chapter in the records of the Lake County Election Board.
