Manufactured homes must be set onto a concrete slab or an excavated area with footings, foundations, and basement walls constructed in accordance with the terms of the One- and Two-Family Dwelling Code as set by the State Administrative Building Council. The space between the floor joists of the home and the excavated underfloor grade shall be completely enclosed with the permanent perimeter retaining wall. The wall shall be composed or solid masonry, which shall extend below the frost line. The design by a registered professional engineer or architect shall safely support those loads, as determined by the character of the soil.
