Any construction, remodeling, and/or renovation which expands, enlarges, or adds-on to an existing structure or makes a material change to the facade thereof, the cost of which exceeds an amount as set by the city from time to time; and is undertaken within this zoning classification shall require the prior submission and approval of a development plan, as provided for in § 156.010
