(A) Generally. Subsequent to the effective date of this chapter no change in the use or occupancy of land, nor any change of use or occupancy in any existing building, other than for single-family dwelling purposes, shall be made, nor shall any new building be occupied for any purpose other than single-family dwelling use until a certificate of occupancy and compliance has been issued by the Building Commissioner. Every certificate of occupancy and compliance shall state that the new occupancy complies with all provisions of this chapter.

(B) Application; records. Certificates of occupancy and compliance shall be applied for coincidentally with the application for a building permit and shall be issued within ten days after the lawful erection or alteration of the building is completed. A record of all certificates of occupancy and compliance shall be kept on file in the office of the Building Commissioner and copies shall be furnished on request to any person having proprietary or tenancy interest in land or a building affected by the certificate of occupancy and compliance.

(C) Prerequisite for permits and occupancy. No permit for excavation for or the erection or alteration of any building shall be issued before the application has been made for a certificate of occupancy and compliance and no building or premises shall be occupied until that certificate and permit is issued.
