(A) Appointment; term.
(1) The City Data System shall be managed by a three-member Board, to be known as, the City Data System Board.
(2) Not less than one of the individuals selected by the Mayor shall be considered and recognized as an expert in the field of data processing and computer science. Members of the Board shall be appointed by the Mayor and serve upon confirmation by the Common Council.
(3) The first member appointed shall serve a term commencing from the date of Mayoral approval of the ordinance codified in this chapter until December 31, 1982, the second member appointed shall serve a term commencing from the date of Mayoral approval of the ordinance codified in this chapter until December 31, 1983, the third member appointed shall serve a term commencing from the date of Mayoral approval of the ordinance codified in this chapter until December 31, 1984, and their successors shall be appointed for terms of three years each.

(B) Compensation. Compensation for the Data System Board shall be an amount equal to that received by members of the City Board of Public Works and Safety.

(C) Management authority.
(1) The Data System Board shall have exclusive authority regarding management and direction of employees of the data system. The Data System Board shall also manage the scheduling of use of the system by the various participating users of the system, and subject to confirmation by the Common Council, the Data System Board shall have the authority to establish rates for usage of the system.
(2) The Data System Board shall, from time to time as the Data System Board deems necessary, make suggestions and/or requests of the City Board of Public Works and Safety for the purchase of additional computer hardware for the city data processing system.
(3) Except in cases of declared emergency, the City Board of Public Works and Safety shall be without authority to make any purchases of equipment hardware for application to the City Data System.
